Purchasing a seat does not automatically add a collaborator.
In individual subscriptions, seats are assigned through review collaboration, not from a seat management page.
Common Reason
A seat may already be in use.
If you previously invited a member as a Collaborator to any of your reviews — active or archived — that member is already occupying a seat.
What to Do
Open each review you own (active and archived)
Review the list of collaborators
Remove the collaborator or change their role to Reviewer or Viewer
Once a seat is freed, you can invite a new collaborator.

The user must be added as a Collaborator, not a Reviewer or Viewer
If your free role limit has been reached, you will need to:
Purchase additional paid seats, or
Upgrade to an institutional subscription
Seats apply per review and are activated only when a collaborator is added.
